     Council voted to grant $5000 to Zoey’s Place.  They had requested $15,000.

Several ordinances were introduced, and passed on 2nd & 3rd reading.

2026-13–regarding city employees who are called up for military service

2026-15–Loitering

2026-19–amended Salary Ordinance to add 3 firefighters(to be paid by Excess Levy)-1st reading


Several other ordinances were tabled, or continued to future meetings

2026-14–Curfews in city parks–still working on language

2026-16 & 17-Capital Asset Policy and Internal Controls

2026-18–water rates and charges–tabled and public hearing set

2020-20–Appropriated a total of $145,000 for 3 specific purposes-Parks, Fire Territory, Water Utility Fund.

CF-1’s

Every year, by May 15, each business in the city that has  been granted a tax abatement is required to file a form with the city Assessor(CF-1) stating their total employees and total salaries.  This is compared to the original projections and the city council then determines if the  business has met its projections. If the business has not met the projections, the council investigates why, and can remove the abatement. Today, the council was presented with 13 different abatements.11 of them were ruled in compliance.  The assessor explained that she highlighted 2 of the abatements as potentially non-compliant because they had not submitted the required forms. 

The City Attorney said that West Pharmaceuticals(formerly BWI) realizes they missed the deadline, and will be asking the council to waive non-compliance. 

The other non compliant company is Daneli Corporation. They did not submit the required paperwork. 

Both were ruled non-compliant. 

Just before adjournment, the mayor announced that he was withdrawing his proposal for one city wide trash contract.  He says 75 per cent of the people that responded to the survey said no. Kent Fisk of Fisk Trash spoke in the public comments, and thanked the mayor for his efforts and being responsive to the voters.
