Larry Silver started off the meeting with special comments from the public.  He used his time to thank Councilman Jester for his service to the community. 

Councilman Moore was elected as president pro tem of the council, to replace Jester, who is leaving.

The council spent quite a bit of time discussing a grant request from Hancock County Senior Services.  A spokesperson from HCSS talked to the council last meeting, and requested a grant of $150K for operations, and an additional $25K for vehicles. The discussion revealed some ill will between the city and county–the mayor likened the request to double taxation of the city taxpayers–since they also pay county taxes.  Some of the councillors tried to calm the waters–pointing out that the city uses some county services(such as the jail) without extra compensation.  The request for the grant was tabled–for additional research and possible discussion with the county commission. 

There was significant information planned for Project Phoenix–an economic development plan that would bring in a drug company to use some of the former Elanco property–but a spokesperson for the Project was unable to attend the meeting, so it was put off until September. 

The Clerk/Treasurer reported that the required report concerning Opioid money has been submitted.  There is approximately 111K available to spend. 

The board approved a request from the safety committee to spend up to 100K to outfit all city departments with 2 way radios. 

The council said goodbye to Councilman Jester.  (He is moving out of the city)
