SUMMARY OF SIGNIFICANT AGENDA ITEMS AND KEY POINTS:
Kilpatrick & Lowder were absent. First item of business, John Lester was elected president of the council.
Housing report–in 2025, 287 residential housing permits pulled (increase of 84 from prior), 61 commercial permits.
Street Dept/safety committee–doing 4 things about Melody Lane–pedestrian signs going up, speed limit ordinance being passed tonight, working with business owners to do landscape work, and speed tables will be installed at each end of the road(bigger than speed bumps and speed humps)
The mayor remarked that he has been on the phone with Jefferson Shreve–Shreve has offered federal money for some wish list items(not named)
Council agreed to create an Econ. Revitalization Area for West Pharmaceuticals-AKA Project Crossroads. Taking over former BWI building. Council taking steps to grant a 15 year tax abatement for property tax only–not equipment. Vote will take place next month. Other sources say 30 jobs immediately, with 200+ jobs by 2030. Average pay $75K. They make medical devices–self injectors.
Held a public hearing on CF1 non compliance for Hitachi Astemo. Some public comment asking that non-compliance NOT be waived, since this is 3rd time Hitachi has failed to send in the paperwork on time–with same excuse. Non-compliance waived.
Passed a resolution to appropriate money to buy new police vehicles, and make Blue Rd. & New Rd. intersection a 4 way stop.
Heard an interesting presentation from Hancock Health. They own 9.6 acres south of GBC bank on State Rd. 9. They had planned to develop the property into a Wellness Center, starting in 2019, but circumstances changed their plans. They will now probably build the Wellness Center on the Elanco property, since they own that in partnership with NineStar.
They presented their plans to the city asking that the area be designated a TIF district. Their plan is to partner with a developer to build 3 or 4 retail/office/medical office spaces, and a restaurant. They are asking the city’s help with 1.5 to 2 million dollars to help move infrastructure(gas lines, elec lines, etc)They predict $275K-$400k in property tax from the TIF district each year. The council granted preliminary approval in a resolution setting up the TIF district. I need to do more research to determine all the steps involved in setting up a TIF district.
Received a report from parks department, thanking the city for its’ continued support of the Live@the Rails concert series each summer. Apparently, the city is in the 3rd year of a 5 year agreement to contribute funds to the program.
