Councillors Scott and Kirkpatrick were absent
Part of meeting was a Public Hearing on several appropriations to various departments for various projects. Larry Silver, libertarian candidate for mayor, stated his disapproval of many of the expenditures. He pointed out that the money did not belong to the council, but rather to the taxpayers, and suggested they spend it more wisely. He also requested a hard look at the Parks Board, since he disagreed with many of the decisions on how the Parks dept. Is spending its money..
Council listened, then went back into regular session and passed all the appropriations ordinances. Those included spending the money for real estate for Nine Star Park(purchasing the Holzclaw property-still in negotiation), and land from LabCorp (for the new police station). All told, over 4 million was appropriated.
They also established a Revolving Loan fund of up to $1.8 million(at 0% interest) for Hancock Health to “borrow” to do site improvement and infrastructure improvements on a 10 acre parcel West of Route 9, and south of GBC bank. They are planning economic development including a steakhouse restaurant, possibly a car wash, and other retail and/or health related office buildings. When the project is completed, the city will “forgive” the loan.
There was a lot of discussion about some proposed traffic changes downtown. The street department will put up signs prohibiting left turns from east or west bound North street onto State Rd. 9. Traffic can go straight, or turn right.
Also, they planned the same prohibition from South Street onto 9–except for emergency vehicles.
