SUMMARY OF SIGNIFICANT AGENDA ITEMS AND KEY POINTS
Main item was a public hearing on an appropriation request for $2.12 million for architectural and engineering design of a new police station HQ. Chief of Police discussed the timeline of how we got here. Gave a ballpark estimate of 40 Million to build the new Police HQ
Larry Silver also testified. He asked for more transparency. He conflated Wed. morning Public Works meeting where they chose the construction company IF they go ahead and build the Police HQ, with this request to allocate money. He brought up the optics of what happened under the previous mayor and council with the Wastewater Treatment Plant–apparently, the construction company that ended up building the plant had made substantial contributions to the campaigns of several of the councilors and the former mayor. Larry called it “Pay to Play”.
Jeff Lowder got his shorts in a bunch, and said that by making that statement, Larry was acting ”quite stupid.”
Councilman Riley remarked that campaign contributions are made because the councilors are doing a good job representing the taxpayers of Greenfield, and Larry needs to be “careful” what he says.
Chief of Police explained that the Board of Works action has nothing to do with the request for funds. And that the arch & design decision was made 8 weeks ago in a Public Works meeting.
In the regular business meeting, the appropriation from the LIT was approved.
They also passed an ordinance about traffic flow on Osage and American Legion Place. (I think this is for the Yard at the Depot development.)
Will have a public hearing on April 8 for a proposed ordinance amending the Fire Code.
Received a 20 minute report from director of Hancock Co. Public Library.
And the city clerk talked about a 75 page financial report that is required to be submitted yearly. It tracks ALL of the financial transactions that took place in 2025. It has to be submitted to the state,and is available on the Gateway Portal.
