BACKGROUND:
Regular council meeting–last meeting of 2025
SUMMARY OF SIGNIFICANT AGENDA ITEMS AND KEY POINTS:
This was a year end wrap up. They spent a little time moving money around to get things balanced for year-end. Just a few items of significance. They amended the 2025 Salary ordinance to allow the mayor to give the head of the Water Dept. a bonus (for his leadership in the last 5 years in getting the new water treatment plant up and running). Jester voted against this. There was no discussion, and no explanation of why the ordinance needed to be amended.
There was a public hearing regarding a waiver of non-compliance against BWI. There was pushback on this, both for this particular waiver, and the idea that this council is quite free with these waivers. It was explained that this was simply reinstating the tax abatement that BWI had so that Project Crossroads can get the abatement. Passed 6-0.
The council passed several ordinances regarding the multi-use project and the parking garage. This is the build/operate agreement. Councilman Moore abstained.
The council also agreed to the Hancock County agreement for Animal Control. The county will be paying the city 455k, in 2026, and 488K in 2027.
They also approved an ordinance to lower the speed limit to 20 MPH on Melody Drive(in front of Bealls, the Dollar store, and Tractor Supply). This is in response to the recent fatal traffic accident at that location.
There will be no 2nd council meeting in December.
Next Meeting will be Jan 14, 2026
