This council meeting was gaveled in session at 7:00 pm the City of Greenfield City Hall by
Mayor Titus. The meeting was convened with a quorum present to conduct business.
Mayor Titus then read a proclamation on the importance of Earth and the role of Regreening Greenfield in beautifying Greenfield. Ron Pritzke (outgoing President) and Brian Muckerheide (incoming President) were present to receive the proclamation and made a short statement of appreciation and to announce the free tree give way happening on April 25th at 9 am.
The minutes from the previous meeting were approved in proper order.
Reports from committees were asked and taken. A report was presented for the Grants Committee led by Councilman Jester. Counselor Jester said that a request had been received from Greenfield in Bloom for the amount of $4,000.00. Motion was made by Counselor Kirkpatrick, and duly seconded by Councilman Plisinski. Motion carried.
Counselor Jester said that a request had been received from Alternatives, Inc. Councilman Moore moved to award the amount of $5,500.00, duly seconded by Councilman Riley. Motion carried.
Under old business- Public Hearing Ordinance No. 2026/10 Additional Appropriations and Regarding the Water Utility Drinking Water Infrastructure System PER
Councilman Jester moved to recess the Regular Business Meeting, duly seconded by Councilman Scott. Motion Carried.
No one from the public came forward regarding Ordinance No 2026/10.
A presentation was made to the council by Emily Wehmeyer from Donohue and Associates, INC the engineering firm working for the City of Greenfield Water Utility. The total project includes a new Drinking Water Treatment Plant, Wellfield, Water distribution piping for the west side of the City and the replacement of legacy water lines deemed galvanized requiring replacement. The total fiscal impact of all options was approximately $61 million dollars. Water Utility Manager Charles Gill then explained that this PER was set up in order to account for the critical projects that need to be ready to go for the City’s future. The most important and critical phase is the new Drinking Water Treatment Plant and Wellfield that must be done as soon as possible. The service line replacement is the next most critical as it is mandated by Federal law.
Council President Jester then questioned Mr. Gill on the new Water Tower on South Franklin Street, and he wanted to know what the construction status was of the tower. While things are moving in a positive direction Mr. GIll stated that there is not a confirmed date that the tower will be in service. Mr. Gill is working diligently to get this critical asset online as quickly as possible but it is just taking more time.
The Public Hearing was closed properly and the business meeting was re-opened.
2nd reading - Ordinance No. 2026/10 Additional Appropriation Re-affirmation of Ordinance No. 2026/06 Due to New Guidelines as Outlined by the DLGF, Effective 1/1/2026. Motion made and duly seconded, motion passed.
3rd reading - Ordinance No. 2026/10 Additional Appropriation Re-affirmation of Ordinance No. 2026/06 Due to New Guidelines as Outlined by the DLGF, Effective 1/1/2026. Motion made and duly seconded, Roll call vote 7-0 motion passed.
New business:
Reading of Resolution No. 2026/13- A Resolution Accepting the Preliminary Engineering Report of April 2026 Prepared by Donohue & Associates Regarding Certain Improvements to the Greenfield Water Utility Drinking Water Infrastructure System. Motion was made and duly seconded, Roll call vote 7-0 motion passed.
Resolution No. 2026/14- A Resolution Appointing Authorized Signatory for the Drinking Water State Revolving Fund Program to the Mayor, Guy Titus. Motion was made and duly seconded, motion passed.
Nicholas Dezlean, Wastewater Utility Manager presented an informational briefing on upcoming utility projects in the collection system with cost estimates from Commonwealth Engineering and American Structurepoint. Davis and Meridian Road Interceptor Project Presentation is confirmed as a top priority which is estimated to begin in May of 2026 with hopes to be ready to bid the project by July of 2027.
Miscellaneous: Boys Scout Luke Milligan from Troop 223 addressed the members of the Council regarding a project he would like to do for his Eagle Scout project which includes building a platform over the area which floods when it rains and makes the pathway no longer accessible. Councilor Moore offered to fund the project for Mr. Milligan.
