Greenfield City Council 9/9/2026

This was the next meeting in a series required to move a couple of major projects ahead.  

But first, a continuation of the budget meeting involving the Street department.  After much discussion, and a motion that died for lack of a second, the council agreed to an across the board salary increase of 4% for street department employees in 2027

There was a public hearing on the lease agreement for the new Police Building.  According to the bond counsel working with the city, lease payments can't be made on a building that is not occupied and livable.  So to avoid extra capitalized interest being added to the principal while the new building is being built, the city is leasing the current city hall and police department, and making payments toward the 35 million dollar bond issue. When the new building is occupied, they will amend the lease to take city hall and the current police building off of it. This saves approximately 3 million dollars in capitalized interest. 

There will be two more public hearings on the lease and the project before bonds are issued. 

The council also heard a presentation from Kroger about the construction of a new store.  An ordinance agreeing to issue 3 million dollars in Tax Increment Bonds passed on first reading.  It will be heard again at the Sept. 23rd meeting. 

Then the council heard from Alternatives, Inc, a domestic and sexual abuse prevention organization about how they spent money that the council had allocated to them.
