BACKGROUND:

SUMMARY OF SIGNIFICANT AGENDA ITEMS AND KEY POINTS:

1.    Highway update: routine status update on various projects.  By mutual agreement, proposed roundabout at 600W and 900N will be county’s responsibility rather than McCordsville’s, even though it is McCordsville’s boundaries.  Discussion on capital planning with acknowledgement of multiple factors that affect differences between budgeted and actual costs for projects.

2.    Capital Improvement Plan presented by G.Guerrettaz CPA. (not on agenda) The County is financially stable at present, but this may shift once the impacts of SB1 (2025) and SB2 (2026) become apparent.  Board members recently attended Association of County Governments meeting.  Recommends counties form “Musk Committees” to identify areas of efficiency, including capital expenses, HR costs (esp. health care costs).  Pressures are increasing on county governments across the state.    

3.    Board of PennsyTrail of Hancock County request for installation of a vault restroom at 400W trail head.  (Replace existing Port-a-pot.).  This is funded by Friends of Pennsy Trail, non-profit with robust volunteer hours and fundraising.  Commit to maintaining the restroom for at least 5 years.

BOC denied the request due to budget issues, liability concerns, county’s lack of a Parks Dept.

4.    Central Indiana Regional Transportation Authority (CIRTA).  Requests $15.9 K from HC for 2026.

Provides free transportation service to residents in 10 central Indiana counties.  Includes: alternative transportation to work, such as carpooling, vanpooling, biking, or taking the bus. It helps reduce traffic, lowers commute costs, improves air quality, and provides a guaranteed ride home for registered users. 

BOC requests more information on overhead costs, how many HC residents are served and how many are given transportation to work either in or out of county, how much other counties contribute. 

5.      Sheriff drone demonstration.  Not visible on live stream.  Ability to zoom in on license plates.   Currently, functioning at Mt. Comfort School. Second one will be started at Amplify Center this summer.
