SUMMARY OF SIGNIFICANT AGENDA ITEMS AND KEY POINTS

·  Only one proposal was submitted for operating Amplify Hancock. It came from the Hancock County Innovation and Education Center. An evaluation committee was appointed to review it and make a recommendation at a special meeting on July 16.

·  Gary Pool gave project updates:

o    Construction on 300 North is underway with traffic interruptions expected.

o    Road hardening work is progressing and currently coming in slightly under budget.

o    The I3 agreements have expired and the developer is looking at a different project than originally proposed.

o    A company may come before the Commissioners on July 21 regarding development near the northeast airport.

·  There was discussion about the I3 roundabout. Since the original agreement expired, the roundabout is no longer planned. If a new project comes forward, they'll look at updated traffic studies before deciding if it's still needed.

·  Discussed RDC funding for:

o    A 911 dispatcher position for the TIF area.

o    The future school resource officer, which would be paid by the RDC and then reimbursed by Amplify.

o    Other public safety expenses tied to development.

·  Approved $17,337.50 to reimburse the Planning Department for legal fees related to economic development projects, including work on the data center ordinance, I3, truck parking litigation, and other development issues.

·  Ratified the annual disclosure compliance paperwork for 2025.

·  Approved about $276,000 in invoices.

·  Dr. Parker thanked the commission for its support of the new Hancock County Career Center, saying they expect to start with around 450 students, exceeding their original goal.

Summary note: This meeting was mostly updates. The biggest items were moving the Amplify operator selection process forward, getting updates on road and development projects, and approving reimbursement for planning/legal expenses related to major development projects.

ADDITIONAL INSIGHTS, NOTES, FOLLOW-UP QUESTIONS:

July 21 BOC was highlighted as we should pay attention, as a company will probably come forward as part of economic development.
