BACKGROUND:

Refer to 3/16 BOC meeting for more information on sewer projects.  BOC will decide based on Council feedback.

Refer to 3/24 Plan Commission meeting for more information on Data Center Land Use Committee.

SUMMARY OF SIGNIFICANT AGENDA ITEMS AND KEY POINTS:

1.   Sewer Projects.  Lengthy presentations by representative of Nine Star and consultant Lana Beregszazi of BCS, a firm that provides non-engineering and non-legal services to communities that are transitioning to sanitary sewers.   Sanitary sewers part of the county’s long-term plan. Discussed creative funding strategies, including SRF (State Revolving Fund), different approaches depending on community needs.  2029 completion date goal.

2.   Library update: Hancock PL and Vernon Township PL.  In summary, both libraries provide many resources to community.  New board member appointed to HCPL. VTPL will be opening a branch in McCord Square. 

3.   Draft of revised abatement agreement presented.  Will continue fine tune and finalized next meeting.  Some council members in favor in keeping abatements limited to three years, separate abatement application per building rather than per project, include community and infrastructure impact and contributions.

4.   TIF Management Annual Report. TIF is overseen by Redevelopment Commission (RDC), which has previously reviewed the report.  Discussion of the logistics of financial support between TIF districts when there is overlap in benefits, specifically, as it relates to sewer projects.  Consensus opinion is that if  TIF district benefits from a sewer project in another TIF, then it is acceptable to have it contribute to the costs of the project.  After reviewing the report, it was approved by the council. 

5.   Data Center Land Use Committee.  Per 3/24 Plan Commission Meeting, advisory committee composed of various members of government and community.  Will report to the Plan Commission, who in turn will make recommendations to BOC.

Action:  Clark Smith as non-voting council representative.
